Kuwait: 'Subsidized fuel smuggling costs Kuwait KD 245m yrly'
Anti-graft laws need amendment: Al-HebainiKUWAIT CITY, Sept 12: Two separate committees tasked to investigate foul play in oil wealth have come to the conclusion that Kuwait loses KD 245 million every year to smuggling of subsidized fuel. Despite this, the Kuwait National Petroleum Company (KNPC), Kuwait Petroleum Corpora-tion ( KPC ) and the Petroleum Higher Council didn't make any attempt to take the bull by the horn and implement the recommendations of the committees, reports Al-Mustaqbal daily.
Sources said the theft of subsidized fuel is so common and obvious that one need not even bother to investigate. He added that official statements show unjustified increase in the quantity of diesel consumed. The figures are disproportionate to the population and economic acitivites of the country. For example, the sources said, the average quantity of gas withdrawn monthly from KNPC stations is around 45,000 liters, but in 2010 until Feb 2011, the quantity increased by 131,000 liters to hit as high as 176,000 liters. This increase is what raised suspicions and no accounts has been made for it.

Anti-corruption laws need amendment, seeing the existing laws are insufficient to curb this dangerous phenomenon worsening day by day, reports Al-Shahed daily quoting lawyer Fahad Al-Hebaini as saying.
In an interview with the daily, Al-Hebaini stressed that many people have had their wealth multiplied without the authorities knowing the source of their income. He added that political money related scandals should prompt the authorities to approve ways of fighting individuals involved in the crime.
He noted the banks have a duty to eliminate the phenomenon, and they should be more transparent in cases involving money laundering, as part of their legal and moral obligation.
Al-Hebaini said the banks must notify the Central Bank of Kuwait about any suspicious circulation of funds in their clients' accounts, indicating the focus should be on preserving Kuwait's reputation against any harm.
