Saudi Arabia: Regulations for running pharmacies unchanged

JEDDAH: The Ministry of Health on Wednesday said it has not changed its regulations governing the ownership of clinics and pharmacies and dismissed rumors that rules have been amended to enable any Saudi to start up a clinic.

A section of the local media reported a few days ago that any Saudi could open a clinic or pharmacy without employing a Saudi medical professional to run the establishment.

" The Ministry of Health noticed a false report in the local media and on some websites quoting an official source of the ministry without supplying his name or position," said a statement on the ministry's website.

"The report said that we would soon permit any Saudi citizen to open clinics and pharmacies in a bid to stop the practice of illegally using the names of doctors and pharmacists."

The ownership of private health establishments is governed by the royal order No. M/40 of 2002, the ministry added in its statement.

The order, which stipulates that only Saudi doctors and pharmacists can run clinics and pharmacies, could only be amended through a lengthy process involving detailed studies by experts about the need for an amendment. Any change would then need the approval of the Shoura Council and the Council of Ministers as well as a final endorsement from higher authorities, the statement said.

According to a source at the Ministry of Health, amendments to the terms and conditions governing the ownership of private health establishments is currently being considered.

The ministry's statement said current regulations would remain in force until any changes have been decided upon.

The ministry warned the public not to be carried away by rumors or misleading media reports.

However, many members of the Shoura Council believe that the clause stating that only a pharmacist can own a pharmacy should be changed as the regulation could lead to corrupt practices.

They say any Saudi should be allowed to own a pharmacy, pointing out that currently any citizen could own a pharmaceutical factory.
