MoF to sign MoU with OECD on international double taxation agreements in MENA

Abu Dhabi, 21 September 2010: The Ministry of Finance (MoF) announced today that HE Younis Haji Al Khoori, Director General of the Ministry of Finance (MoF), will lead the UAE delegation at the 15th Annual Conference of the Organization for Economic Cooperation and Development (OECD), to be held in Paris between 23rd and 24th September 2010. The conference will be attended by officials from more than 170 countries including financial experts and senior officials from OECD member countries and from developing countries.

These meetings are considered to be one of the biggest global meetings for discussions between experts who review the expertise and capabilities of member and non-member countries and about improving trade and double taxation avoidance agreements. The conference will also feature discussions about the recent developments affecting international conventions, including developments related to price conversion and mechanisms of exchanging information about taxpayers. Other topics to be reviewed include standards of conflict resolution, sovereign funds investments and the impact of agreements of double taxation avoidance on income and discussing assisting member states in collecting taxes.

HE Al Khoori will sign a Memorandum of Understanding (MoU) with OECD related to developing and understanding MENA countries international tax agreements for the years 2010 to 2012. The two parties signed earlier a similar MoU to for the years 2007 to 2009 which dealt with organizing workshops focused on best global practices for building strong tax networks in MENA region through the UAE center.

A panel discussion to be attended by officials from 50 countries, will review UAE's expertise in building a strong tax treaty framework and its strategic partnership with OECD as a centre for building strong tax treaty networks in the MENA region. The panel discussion will be headed by HE Younis Haji Al Khoori, Director General of MoF and will include HE Khalid Ali Al Bustani, Executive Director of International Financial Relations Department, MoF and representatives from the Netherlands and New Zealand in addition to the OECD General Coordinator.

The UAE delegation to the meetings includes HE Younis Haji Al Khoori, Director General of the Ministry, HE Khalid Ali Al Bustani, Executive Director of International Financial Relations Sector at MoF, Majid Ali Omran, Director of International Financial Relations Department, Dr. Hamed Nasr, Economist at the MoF and Rashid Bin Kalban, Director of Legal Affairs at Abu Dhabi Investment Authority.
