New rules to issue expat visas soon
Market need, qualification key
Under the new rules, the expatriate workers will be subjected to a series of tests to determine their competency level. They should also submit certificates proving they are fit to work in Kuwait, while the ministry will closely coordinate with the concerned authorities to assess the manpower needs of various institutions, sources explained.
Sources disclosed the ministry is currently studying the possibility establishing a government office for the recruitment of expatriate workers to ensure the qualifications of those who will be hired match the actual need of the companies or institutions. Sources said the contract between the office and the employer will include criteria for recruitment, such as the field of specialization and years of work experience, in addition to the salary.
Sources revealed the work permits will be issued to expatriates who hold certificates in the required fields of specialization and technical skills as stated in ministerial decision number 136/2001. Sources added a strong coordination between certain government agencies like the ministries of Social Affairs, Labor, Commerce and Industry is necessary for the effective implementation of the rules. Sources clarified the Ministry of Commerce and Industry will put in place a new system for the issuance of commercial licenses in line with the latest developments, while its Social Affairs and Labor counterpart will specify the number of workers for each commercial license.
Sources said the above-mentioned steps are aimed at limiting, if not eliminate, the marginal workers; create more job opportunities for the citizens in the public sector; and balance the population structure.
