Hold on $100m US military aid to Lebanon to be lifted after extensive review

17 September 2010

BEIRUT: The hold on US military aid to Lebanon, in place since August, will be lifted, media reports said on Thursday.

Chairman of the House Foreign Affairs Committee, Howard Berman, is said to have agreed to remove his objections to the $100 million worth of assistance following an extensive review of the already-allocated aid, the Kuwaiti Al-Rai newspaper reported.

Berman first placed a hold on the aid on August 2, but after the outbreak of hostilities on August 3 – in which two Lebanese soldiers, a journalist and an Israeli officer were killed – cries from other members of congress to stop the funding because of alleged links to Hizbullah intensified.

“I have been concerned for sometime about reported Hizbullah influence on the Lebanese Armed Forces (LAF) and its implications for our military assistance program for Lebanon,” Berman said in a statement. “The [August 3] incident … simply reinforces the critical need for the US to conduct an in-depth policy review of its relationship with the Lebanese military.

“I strongly condemn the unprovoked attacked by the Lebanese Army that resulted in the death of an Israeli officer,” he said. “Until we know more about this incident and the nature of Hizbullah influence on the LAF … I cannot in good conscience allow the US to continue sending weapons to Lebanon.”

US President Barack Obama’s administration has always maintained that the funding would go ahead and that congressional oversight was not unusual. Whether or not any kind limitations, or restrictions, will be placed on the aid remains unknown. Defense Minister, Elias Murr, outright rejected accepting any conditional military aid and responded to the block by setting up a separate fund for the arming the military.
