EDL revenues up 14 percent in first six months of 2010

BEIRUT: Revenues of state-owned Electricite du Liban (EDL) rose by LL65 billion ($43.3 million) in the first six months of this year thanks to the new measures adopted by the company, Energy and Water Minister Jebran Bassil said on Wednesday.

Speaking at a news conference, Bassil said this represents a 14 percent increase compared to the same period in 2009.

He added that staff were able to collect outstanding electricity bills belonging to consumers, stressing that measures he adopted recently are paying off.

The minister, who instructed EDL to cut power on all politicians and big companies who refused to pay their electricity dues at short notice, has boosted company revenues after many influential figures agreed to pay their large bills.

Earlier, Bassil said that politicians have paid nearly LL12 billion from their outstanding bills.

But the minister declined to name the politicians and companies which failed to pay their bills over the past few years.

One company, sources said, was forced to pay LL950 million to EDL after receiving a warning that electricity would be cut off.

EDL , which is plagued with poor management, staff shortages and inadequate accounting and transparency, is being pressured to cut waste and improve bill collections.

Technical and non-technical losses – or electricity theft – represent nearly 25 percent of the company’s total losses.

But even if the Energy Ministry improves collections and cracks down on electricity theft, the losses will still be high: 80 percent of the losses are due to the high cost of fuel oil and gas oil which run most of the power plants.

Bassil said that the ministry received 66,000 requests to install electricity meters in households. – The Daily Star
