Bonds & Loans Middle East Conference 2012, Dubai: Delegates at Middle East's premiere debt conference optimistic about future development of region's capital markets despite global volatility

Dubai, 6 June 2012: Issuers, lenders and investors agreed that the Eurozone crisis was currently the largest shadow looming over regional debt capital markets and bank lending. The current crisis continues to drive risk-on/risk-off investment behavior and decisions as well as determining the windows of opportunity for regional issuers. Attendees at this year's Gulf Financial Conferences' Bonds & Loans Middle East conference were also keen to gauge the expected regional impact of softening energy prices, the strength of the US economic recovery and the potential economic deceleration in China and India.

Jacco Keijzer, RBS's Head of Debt Capital Markets, Middle East & Africa said: "Now more than ever before there is an informed, proactive and mature community at the heart of the developing regional debt markets. The macro-economic challenges unleashed several years ago still persist, so it is vital that as a market community we are able to share ideas and take the lead in such volatile times as well as chart the best course for the further growth and development of the capital markets. The annual 'Bonds and Loans' conference is now regarded as a crucial forum in this respect."

Attendees drew confidence from the fact that Middle East debt markets were agreed to be one of the few global, economic bright spots. Proactive policies of economic diversification and market development across the Middle East remain a priority, with both the public and private sector increasingly looking to the debt capital markets, alongside bank lending, as a means to securing financing - both short and long term. Alongside their international peers, local banks were also positioning themselves to play an increasingly pivotal role in the accelerated development of the regional debt markets and debt issuance.

Bryant Edwards, Chair of Latham & Watkins' Middle East practice said: "Each year at 'Bonds & Loans' we witness a further deepening and maturing of the debt capital and loan markets in the region. The evolving dynamic between the demands of regional investors, lenders and issuers alongside the realities of the economic and regulatory environment is driving a steady innovation in the regional debt markets. We expect this positive trend to continue as the regional capital markets become an increasingly important factor in any issuers tool-kit."
