Kirkuk assings new governor and council chairman

Kirkuk - A member of Kirkuk Provincial Council said the council voted to a new governor and council's new chairman Tuesday.

Azad Jabari told AKnews during a regular session Tuesday the council voted to Hasan Toran, a deputy from the Turkman Front, as the new chairman for the council.

He added Najmaddin Kareem also replaced Abdul-Rahman Mustafa as the new governor for Kirkuk.

Jabari said Toran, the new governor, made a statement in the meeting whereby he apologized for his previous remarks which he said "were taken out of context."

Toran had said earlier if he is assigned any of the senior posts in Kirkuk he will only serve Turkmans- a remark which outraged  the multiethnic public in the oil rich Kirkuk province.
 
 The new officials were appointed after their predecessors resigned. 

Rizgar Ali stepped down from the chairmanship of the provincial council March 15, following a wave of public protests that swept through Iraq including Kirkuk. During the protests in the province, protesters in the predominantly Arab-populated town of Hawija set government buildings on fire. 

Protesters chanted slogans that called for the abolition of article 140 of the Iraqi constitution. Article 140 sets a roadmap to resolve territorial disputes between Kurds and other ethnic groups in the country over Kirkuk and other disputed areas.

The same day Ali announced his resignation, Mustafa also declared he will resign, too.

Kurdish councilor Dilshad Pirot said however that the replacements would not change anything because the problems are essentially rooted in Baghdad.

"The main problem the people of Kirkuk is the lack of services," he complained, "all of which are managed in Baghdad by the (relevant) ministries".

"The governor and head of the council are not, and will not be, in control of anything".
