C3 Card' AND 'Delma Exchange' Sign Strategic Partnership

Dubai, UAE, 10 March 2010: 'Delma Exchange' clients will enjoy using 'C3 Card' payroll benefits, the first authorised agent to go live with the Ministry of Labour's Wages Protection System (WPS), for paying their labours salaries, in accordance with the strategic agreement recently signed between the two companies.

Without requiring its customers to have a bank account, C3 Card offer a payroll card service that provides the same convenience of a bank-issued debit card, with the added feature of being able to transfer funds to a recipient anywhere in the world.

"This partnership will maintain our leading position, which we had achieved within short period of time, as the perfect partner not only for our valued customers, but also for the registered banks, exchange houses and the service providers", said Anas Zaidan, General Manager of C3 Card.

Zaidan noted C3 Card team efforts and role in this achievement, through seeking always to develop technology solutions that meet all partners and customers different needs, within 'C3 Card' initiative to support WPS, which launched by the Ministry of labour with a view to protecting workers ' rights and ensure receipt of wages without delay or truncated.

The payroll service allows customers to process salary payments electronically and provides employees with a secure, efficient and convenient platform to receive their wages. Each employee's salary is automatically disbursed into his/her card as a direct transaction, enabling companies to make accurate and timely salary payments. Employees have immediate access to their money through ATMs across the UAE and region and can also make purchases at enabled point of sale store terminals.

Mr. Shafqat A Rana, General Manager of Delma Exchange, welcomed this partnership, and intensified C3 Card commitment to provide innovative technical solutions along with securing appropriate financial cost. "It will support our clients' efforts to meet the different needs of their employees through providing multiple banking options. And in addition, this agreement will support our business expansion plans by maintaining our capacity to provide full integrated banking solutions with specific emphasis on comprehensive WPS-services".

Established in the UAE in 2007, C3 Card is planning to expand its operations in KSA and other GCC countries.

Rabih Sfeir, Director of C3 Card, said that C3 Card keens to work with partners who share in its vision of offering customers secure and comprehensive salary solutions that actively support all future WPS initiatives. "We aim through providing electronic payment card service, consign wages, particularly for low-wages, on behalf of banks and money transfer companies, to help them save efforts and time in order to focus in maintaining their high standard level of financial services to their customers",  he explained.

Sfeir added that C3 Card is in negotiations with other key financial institutions to further expand this service and ensure it is widely accessible for companies across the UAE.
