Panel OKs Election Law amendments

KUWAIT: The parliamentary Legislative and Legal Committee yesterday passed a draft law that calls for lowering the legal age of voters and allowing military personnel to vote in National Assembly and Municipal Council elections. The committee's approval on the two proposed amendment came after lengthy deliberations that began since two previous legislative terms. The parliamentary panel also passed a proposal that was submitted by a number of lawmakers to increase child allowances for Kuwaiti employees from 50 Kuwaiti dinars to KD 75.

We are urging more freedoms for both young Kuwaitis and military personnel, which a legitimate right for every Kuwaiti citizen," MP Saifi Al-Saifi told the Kuwait Times in reaction to the committee's approval on the long-awaited amendments.

He added that the changes on the existing Elections Law is aimed at expanding the base of voters to allow for a more accurate representation of MPs at the National Assembly to better express the people's demands.

For his part, Salafi lawmaker Khalid Al-Sultan refused to comment on the amendment, saying that the changes to the law will be reviewed by the Islamic Salafi Movement. Also yesterday, the Legislative Committee rejected proposed lifting of parliamentary immunity of MP Dr. Faisal Al-Mislem.

Hussein Al-Huraiti, the convener of the committee, said in a statement after its meeting that it discussed formation of a national shareholding company for internet and communication services.

The commission also finalized discussing a government bill for rents, that had been approved in the first reading by the previous parliament. It also approved formation of a shareholding company for health insurance, and affirmed that a national serving in the private sector must be treated equally with those working in the public sector.

It approved a parliamentary proposal to write off frozen interests at the banks.

Al-Huraiti added that the committee blessed a bill stipulating that dissolution of the public welfare associations and clubs should be on the basis of a judicial rule and a request by the minister of social affairs.

Meanwhile, the parliamentary Financial and Economic Affairs Committee held a meeting with attendance of Minister of Finance Mustafa Al-Shimali and Deputy Governor of the Central Bank of Kuwait Dr. Mohammad Al-Hashel.

The committee rapporteur, MP Abdel Rahman Al-Anjari, affirmed in a statement to journalists after the meeting necessity of working out a technical and objective report, illustrating proposals related to the defaulters fund. Such a report should specify the cost of the projects financed by the public fund.

Al-Anjari added that the commission opted to delay drawing up the report for the mentioned reasons and for further examination. The government, for its part, has forwarded some clarifications, figures and examples of some indebted citizens who could not pay their dues.

Following a recent meeting at this level, Al-Anjari put the number of loans at around 490,000 and debts at KD 5.160 billion from traditional and Islamic banks and companies that finance consumer loans. Legal action has been already taken against the borrowers of 16,000 loans, making up 3.3 percent of the total, he added.
