Oman: Enka, Aktor to build Blue City

MUSCAT -- Two major construction companies from Turkey and Greece who are familiar with the true spirit and nature of Oman have been roped in for the construction of Phase One of the unique Blue City project at Al Sawadi.

The agreement for the construction of Phase One was signed by Blue City developers ASIT (Al Sawadi Investment and Tourism Co) and between Enka Insaat ve Sanayi AS (Enka) of Turkey and Aktor Ate (Aktor) of Greece.

Professor Fari Akhlaghi, CEO of ReeMoon (the client representative and development management company employed by ASIT and the Phase One project leader), speaking about the two construction companies said: "Both companies, Aktor (from Greece) and Enka (Turkey) are very experienced. Both are multi-disciplinary and they very much complement one another in terms of their capabilities. This project offers a significant opportunity to the two companies specifically in Oman."

"Now that the agreements have been signed, we will start the initial mobilisation programme to prepare the site for work to begin immediately.

These initial preparations involve detailed design activity and on-the-ground permitting procedures," Professor Fari said.

Both the construction companies bring their experience and skills to the project. Aktor is Greece's largest construction company while Enka is one of Turkey's leading construction companies.

Enka's main field of activities include construction, engineering, real estate and retail and has a strong presence in Russia and the Central Asian region.

Blue City's developers recognise the importance of the environment and are keen to take positive measures to work with the natural environment and preserve and enhance its qualities. There is, for example, a massive programme of tree-planting and landscaping.

The overall approach to master planning and design as well as the entire approach to zoning and architecture, from adherence to low-rise low-density development to careful handling of natural features such as a creek formation in Phase One and the treatment of beaches and studying of coastal erosion issues, all put environment at the top of the list in the Blue City.

Mindful of the scarcity of water in the region, the developers have built into Phase One a sophisticated water-recycling plant for the irrigation of all landscaped areas, including the golf courses.

Preliminary environmental-related studies along with a survey of infrastructure requirements of the city were conducted by Africon of South Africa earlier at the end of 2004 and beginning of 2005 and these were later followed up by British consultants, WS Atkins and Posford Haskoning Gulf Bahrain and their UK partners, Royal Haskoning.

A Strategic Environmental Impact Assessment was submitted to Ministry of Regional Municipalities Environment and Water Resources at the end of October 2005.

In December a full and detailed Environmental Impact Analysis was handed to the ministry, Professor Fari said.

The studies indicate that ongoing measurement and monitoring will not only ensure that the environmental impact of the Blue City be minimised, but that also in certain areas the intervention may indeed enhance the environment.

Dimitrios P. Kallitsantsis, managing director of Aktor construction group; Haluk Gercek, deputy chairman and chief executive officer of Enka told Times Business that they were happy to be associated with the prestigious Blue City Project and added that they would be working to provide maximum benefit to the local population by employing Omanis as per regulations.
