| Background |
The Jv of International Petroleum Investment CompanyInternational Petroleum Investment Company and Oman Oil CompanyOman Oil Company plans to build the Duqm Refinery and Petrochemicals Complex in the Wusta region. The project will include an estimated USD 5 to 7 billion heavy crude refinery and a naphtha-based petrochemical complex. The oil will be transported to the refinery complex through a pipeline from the country's northern fields. The refinery is part of the government’s plans to develop the Duqm area, which include the construction of an airport, a crude export terminal, a free trade zone, a port, a dry dock, commercial and residential areas and a tourism development. The refinery will primarily target exports to Asia, Europe and the Mediterranean. Diesel output will be exported and fuel oil will be sold in the local market. KBC Advanced Technology is the feasibility study consultant. |

In January 2012, the tendering and bidding process for the PMC contract started. In August 2011, the tendering and bidding process for the FEED contract was ongoing. In July 2011, the project was under planning and no decision regarding the refinery was taken yet (project expected schedule was not yet revealed). In May 2011, the company was in the process of taking a final decision regarding the refinery. The petrochemical complex will be launched after the final decision on the refinery products is taken and depending on market studies for different petrochemical products. In April 2011, phase 2 of the feasibility study was completed. In January 2011, phase 2 of the feasibility study was still in progress. In July 2010, phase 1 of the feasibility study was completed. In Q1 2010, the feasibility study contract was awarded to KBC Advanced Technologies. The study was divided into two phases: phase 1 covers the market demand study and phase 2 covers the technical and commercial feasibility study. On 6 October 2009, Oman Oil CompanyOman Oil Company and International Petroleum Investment CompanyInternational Petroleum Investment Company signed a MoU to asses the feasibility and implementation of the project. In 2007, OOC was in search of a foreign company to develop the refinery and petrochemical complex. |
