Oman Power and Water ProcurementOman Power and Water Procurement (OPWP) Company plans to develop two combined cycle Independent Power Providers (IPPs) in the Batinah coastal region. The purpose of the project is to meet the growing national power demand. Each IPP will have a capacity of 650 MW. One of the power plants will be located in Barka and the other one in Sohar (Sur was previously considered as the location instead of Sohar). Barka 3 IPP will be constructed near the two existing Barka 1 and Barka 2 IWPPs. Sohar 2 will be built adjacent to the operational Sohar 1 IWPP located within the Sohar Industrial Port. The project was originally planned as one IWPP with a 1,300 MW natural gas-based power generation and a 26 million g/d desalination facility. The IWPP was planned to be located in Sohar or Barka, depending on the advisory studies outcome. However, after a national power requirement review, the project was divided into two separate power plants of 650 MW capacity each. The desalination component was eliminated. The Omani Oil and Gas ministryOmani Oil and Gas ministry will supply the natural gas feedstock. In November 2010, the construction works started. In September 2010, the EPC contract was awarded to the consortium of Siemens AGSiemens AG and GS Engineering and Construction CorporationGS Engineering and Construction Corporation . In May 2010, OPWP awarded the USD 1.7 billion BOO contract for Barka 3 and Sohar 2 IPPs to the Consortium of Shikoku Electric Power Company, Sojitz Corporation, Kahrabel GDF SuezGDF Suez Group, Bahwan Engineering Group and Public Authority for Social InsurancePublic Authority for Social Insurance . The EPC contractors teamed up with the winning consortium are Siemens AGSiemens AG and GS Engineering and Construction CorporationGS Engineering and Construction Corporation In the first week of April 2010, OPWP shortlisted two bidding companies for each IPP. GDF SuezGDF Suez Middle East and ACWA Power internationalACWA Power international were shortlisted for Barka 3 IPP, GDF SuezGDF Suez and MarubeniMarubeni for Sohar 2 IPP. The consortium led by GDF SuezGDF Suez is the preferred bidder for both IPPs. On 27 January 2010, OPWP opened the commercial bids for the BOO contract and shortlisted seven consortia out of the eight bidders. Balkan Energy was the only company not to be shortlisted. Mapna Group was only shortlisted for Sohar IPP. On 8 December 2009, bidders submitted their proposals for the BOO contract. The bids submission deadline was extended from 19 October 2009 after changes in the pricing and technical proposals requirements. The initial bids submission deadline was set to 1 October 2009. In early July 2009, the RFP for the BOO contract was issued. A single tender was issued for both IPPs however bidders were allowed to bid for one or both IPPs. On 16 May 2009, companies submitted their EOI for the BOO contract. On 24 February 2009, the advisers presented the Strategy Report to the PAEWPAEW office. In January 2009, two options for the BOO contract were into consideration by OPWP after the break down of the planned IWPP into two separate power plants: either two tenders will be issued for each plant or a single tender will be issued for both plants. In December 2008, OPWP announced its plan to split the IWPP into two 650 MW power plants. According to the original plan, the RFP for the BOO contract was expected to be issued in Q1 2009 and the BOO contract was expected to be awarded in Q3 2009. In April 2008, Electrowatt Engineering ServicesElectrowatt Engineering Services was awarded the technical advisory contract. In April 2007, the ITB for the technical, legal and financial consultancy services contracts were issued. |

The loan for the project is provided by of eight banks including Natixis, KfW-IPEX, Credit Agricole, HSBCHSBC , Bayerische Landesbank, Europe Arab Bank, CIC and Standard Chartered Bank. |
