| Background |
The joint venture of Saudi AramcoSaudi Aramco and ConocoPhillipsConocoPhillips plans to develop Yanbu Export Refinery. Saudi AramcoSaudi Aramco will supply the crude. The refinery will produce motor fuels and other refined products for the US and European markets. The project will consist of 2 phases. Phase 1 includes the process units (such as a hydrogenation unit, a naphta hydrotreater, a splitter, and a sulfur recovery unit). Phase 2 includes the offsites and utilities. Saudi AramcoSaudi Aramco and ConocoPhillipsConocoPhillips will each be responsible for marketing one half of the refinery's output. KBRKBR is the program management services contractor and FEED consultant. |
| Current Status |
In June 2009, ITB was re-issued for 6 EPC contracts. In November 2009 contracts are expected to be awarded. In Q1 2010, bidders are expected to submit their proposals for the remaining EPC contracts. In Q2 21010, the remaining contracts are expected to be awarded. In Q3 2013, the project is expected to be completed. The project was previously expected to be completed in 2012. |
| Previous Events |
In April 2009, contractors submitted their pre-qualification applications for several EPC packages. On 6 November 2008, Aramco and ConocoPhillipsConocoPhillips announced that they decided to halt the bidding process. 13 December 2008 was the initial deadline for the commercial and technical bids submission for the main packages (the deadline was previously delayed from 3 November 2008). In July 2008, the ITB for the main packages was issued. In June 2008, the FEED study was completed. In May 2008, Saudi AramcoSaudi Aramco and ConocoPhillipsConocoPhillips announced the approval of continued funding for the development. In May 2006, Saudi AramcoSaudi Aramco and ConocoPhillipsConocoPhillips signed the MoU. |
| Scope of Work |
The refinery will be tendered in four major process packages and other non-process packages. Each package will include the construction following facilities: Package 1: Delayed Coker Unit (DCU), Unsaturated Gas Plant (UGP), Mercaptan Removal Unit (MRU) Package 2: Crude Distillation Unit (CDU), Vacuum Distillation Unit (VDU), Saturated Gas Plant (SGP) Package 3: Distillate Hydrotreater (DHT), Continuous Catalytic Reformer (CCR), Naphtha Hydrotreater (NHD), Benzene Extractor Unit (BEU), Isomerisation Unit (ISM) Package 4: Hydrocraker Non-process packages will include tank farms, product storage and blending facilities, cooling water and seawater systems, electrical power distribution, solids handling and utility package. |

In 2009, an investment decisions regarding the project are expected to be made. In August 2006, Citigroup and Riyad Bank were awarded the advisory mandate. |
