| Background |
Jabal Omar Development Company (JODC)Jabal Omar Development Company (JODC) plans to develop Jabal Omar development, a mixed use development located in Makkah around the Grand Mosque, adjacent to Umm Al Qura Road to the north, Dahlat Al Rushd to the south, Ibrahim Al Khalil Road to the east and Hafayer and Tandabawi to the west. Jabal Omar will cover an area of 2 million sq.m. and will consist of 37 towers including residential towers, 40 hotels, a retail concourse, a 58,000 sq. m. prayer areas, a 2,000-seat conference hall, and related facilities. The project will be implemented in 5 phases. Phase 1 will include 9 towers with hotels and residential apartments, Phase 2 will include towers, 4 hotels and 72 apartments and Phase 3 will include towers and several facilities, and the scope of other phases was not revealed. The project is part of Makkah Development Authority's plan to develop Makkah's central region by 2020. Ateliers Lion Architectes Urbanistes, and Abnia Design Consultants are the design consultants, CODE Consultant is the structural engineer and design consultant for towers H2 & H15, FNA and Partners is the architect, DEP Partners is the architect and MEP design, for Zone 5, Omnium Design & Consulting is the schematic design consultant for the hotels, and Hill International is the PMC, and the design consultant for phases 3,4 and 5. |

In March 2012, , the construction contract for Phase 2 including MEP works was awarded to Saudi Arabian Baytur Company, the construction of phase 1 was still ongoing, and the design work of phase 3 was ongoing by Arcrea Studio. In June 2012, the design of phase 3 is expected to be completed (delayed from March 2012). In December 2012, phase 1 is expected to be completed. In March 2014, Phase 2 is expected to be completed. In H2 2016, the project is expected to be completed (delayed from Q3 2011). |

On 5 September 2005, the surf leveling works contract was awarded to Rio Trading and ContractingRio Trading and Contracting Company. In February 2011, Jabal Omar DevelopmentJabal Omar Development Company signed an agreement with Saudi British Bank. In December 2011, JODC signed a USD 800 million loan agreement with the Ministry of Finance to fund its projects, which include twin towers and a shopping mall. In Q4 2010, Jabal Omar DevelopmentJabal Omar Development Company is expected to complete a USD 1.3bn financing deal for the first stage of the project. The financing will include a USD 800 million bank loan and the remaining will be rights issue. In May 2009, Al Rajhi Financial Services, a unit of Al Rajhi Bank, was appointed as the project's financial adviser. In April 2009, the financial consultancy contract with Jadwa Investment was terminated. In July 2008, Jadwa Investment was awarded the financial consultancy contract and it announced that it invested USD 3.3 billion in the project . In November 2007, Jabal Omar DevelopmentJabal Omar Development raised USD 537 million in an initial public offering (IPO). Bank Al BiladBank Al Bilad is the IPO lead Manager, financial adviser and underwriter. Baker and McKenzie is the legal adviser. |
