Emirates Nuclear Energy CorporationEmirates Nuclear Energy Corporation (ENEC) plans to develop the Emirate's first nuclear power plant at Braqa, in Abu Dhabi to meet the national power requirement by 2020. The nuclear power plant will be located at Braka, 53 km SouthWest of Ruwais, next to the frontier with Saudi Arabia. Braka meets the requirements for the site including: the proximity to water and to the existing power grid, being a sparsely populated area of desert, lying far from large populated centers, and having a stable seismic history. The plant will have a capacity of 5,600 MW upon completion. It will include four nuclear reactors of a capacity of 1,400MW each. The plant will be built in three phases. The first phase's planned completion date is in 2017, followed by the second and third phases in 2018 and 2020. The original plan consisted of the construction of two 1600 MW nuclear Evolutionary Power Reactors (EPR) by 2016 but the project was reconsidered and changed. The nuclear plant is part of the UAE's plan to develop alternative energy sources. ENEC is responsible for the Nuclear Energy Program Implementation Organization (NEPIO) in the UAE. The government's forecasts showed that natural gas supplies, the principal fuel for power generation in the UAE, will not be sufficient to meet the future demand, thus the move to nuclear energy. Thorium Power and CH2M HillCH2M Hill are the advisers for the implementation of the UAE's nuclear programme. |

In Q1 2011, the site preparations and the manufacturing of the reactors started. In July 2010, the Federal Authority for Nuclear RegulationFederal Authority for Nuclear Regulation (FANR) approved the two following license applications submitted by ENEC in April 2010: the site preparation license and the limited construction license. ENEC was awaiting to receive a construction environmental permit in order to begin the civil works. In the beginning of July 2010, KEPCO awarded Doosan Heavy Industries and ConstructionDoosan Heavy Industries and Construction a USD 3.9 billion order to provide nuclear reactors to the UAE nuclear project. In April 2010, ENEC announced the chosen location out of the 10 proposed sites for its nuclear power plant. The plant will be constructed in Braqa, South West of Ruwais in Western Abu Dhabi, on the Saudi border. At the end of March 2010, Kepco awarded Hyundai Engineering and ConstructionHyundai Engineering and Construction Company and Samsung C&T Corporation a USD 5.59 billion construction sub-contract. In December 2009, the BOT contract was awarded to the consortium of of Korea Electric Power Corporation (Kepco), Hyundai Engineering and ConstructionHyundai Engineering and Construction , Samsung C&T Corporation and Doosan Heavy Industries. The contract award was initially expected in September 2009. In the beginning of December 2009, the bidding consortium of ArevaAreva , GDF SuezGDF Suez and TotalTotal and the group of GEGE and Hitachi submitted their revised bids for the third time. The two groups previously submitted their revised bids to ENEC in September and October 2009. In November 2009, the nuclear power cooperation agreement between the UAE and the USA was finalized. In August 2009, ENEC delayed the BOT contract award, without shortlisting bidders. The contract award date will depend on the negotiations with the three bidding groups. In August 2009, ENEC was expected to shortlist two bidding groups out of three (the shortlisting deadline was previously set to 27 July 2009). ENEC chose not to shortlist two bidders due to the similarity in the offers submitted. On 3 July 2009, bidders submitted their proposals for the BOT contract. In mid May 2009, three groups were shortlisted for the pre-qualification for BOT contract. End of April 2009 was the deadline for the submission of the pre-qualification documents for the BOT contract. In February 2009, ENEC issued the ITB for the prequalification documents for the BOT contract of the nuclear power plant. In October 2008, Thorium Power and CH2M HillCH2M Hill were awarded the advisory contract for the implementation of the UAE's nuclear programme. In June 2008, the ITB for the PMC contract was issued. Nine companies were pre-qualified. In April 2008, the UAE Government unveiled its formal policy for nuclear energy after consultations with the International Atomic Energy Agency (IAEA) and the governments of France, the United States, the UK, Russia, China, Japan, Germany and South Korea. In January 2008, TotalTotal , SuezSuez and ArevaAreva submitted a proposal to build two 1,600 MW Evolutionary Power Reactors (EPR) to the UAE authorities. However no agreement was reached. According to ArevaAreva and SuezSuez 's plan, the two plants were planned to be based on ArevaAreva 's third-generation system. SuezSuez was planned to supply reactors. |

In July 2010, Norton RoseNorton Rose was selected as the legal adviser. In Q1 2010, ENEC was in negotiations with four banks for the financial advisory contract for the nuclear power project. ENEC previously appointed KPMGKPMG as a financial adviser but plans to appoint a second financial adviser. The four banks competing for the second financial advisory contract are: CitigroupCitigroup , BNP ParibasBNP Paribas , HSBCHSBC and RothschildRothschild . |
