| Background |
Oman Power and Water Procurement CompanyOman Power and Water Procurement Company (OPWPOPWP ) plans to build a Gas fired power plant in Al Duqm area in Al Wusta region, Oman. OPWPOPWP originally planned the project to be the first coal fired power plant in the GCC region with a capacity of 1,000 MW; however after studies have been made by the consultants, the project was changed to a gas fired power plant. OPWPOPWP 's plan for a coal powered plant was driven by the increasing prices of gas. John T Boyd Company carried out the first feasibility study on coal mining. PBPB Power carried out the second feasibility study. The coal feedstock was planned to come from Indonesia and South Africa before the plant was shifted to a gas fired power plant. |

In October 2011, the feasibility study was ongoing. In July 2011, the feasibility study contract was awarded to Parsons BrinckerhoffParsons Brinckerhoff and the study started. The study will include the schedule, capacity and fuel source of the plant. In Q2 2010, the project was indefinitely delayed. In April 2010, the Duqm IWPP was put on hold until further notice. OPWPOPWP was reconsidering its plans based on the fuel diversity evaluation in Oman's power sector. In March 2010, OPWPOPWP was reviewing the project; the capacity, location and fuel type were under re-assessment. OPWPOPWP was planning to issue a new tender for the advisory services contract in Q2 2010 for the reviewed gas fired power plant. In February 2010, OPWPOPWP announced its plan to change the project from a coal-fired power plant to a gas-fired power plant. The advisory services contracts were canceled. In December 2009, OPWPOPWP invited companies to submit their EOIs. In mid September 2009, the technical advisory contract was awarded to WorleyParsonsWorleyParsons and the financial advisory contract was awarded to KPMGKPMG . On 29 June 2009, bidders submitted their proposals for the financial, legal and technical advisory contracts. ILF Consulting Engineers submitted the lowest bid. On 28 and 29 April 2009, the tenders for the technical, financial and legal advisory services for Al Duqm IWPP were issued. In April 2009, the AER issued the authorization for the construction of coal-fired plants. Until March 2009, the Authority for Electricity RegulationAuthority for Electricity Regulation (AER) did not issue an authorization for the construction of coal-fired power plants. Plans for the coal-fired IWPP therefore slowed down. The project was expected to be delayed and the single consultancy contract was split into two. The consultancy services contract for both Al Duqm and Al Ghubrah IWPPs was expected to be awarded in March 2009 but it was awarded for Al Ghubrah IWPP separately. 26 January 2009 was the extended bids submission deadline for the consultancy contract for both Al Ghubrah and Al Duqm IWPPs. The Chadbourne & Parke led consortium was the lowest bidder. The bids submission deadline was delayed from 20 October 2008. In August 2008, the feasibility study was completed. On 9 August 2008, the ITB for the single consultancy contract for both Al Duqm and Al Ghubrah IWPPs was issued. |
