The Partnerships Technical BureauPartnerships Technical Bureau (PTB) plans to develop phase 1 of Kuwait's first public private partnership (PPP) project, implemented in the form of Al Zour Independent Water and Power Provider (IWPP). The purpose of the project is to overcome the national shortages in power supply faced in the past few years. This project is the first phase of Al Zour IWPP. Four phases will follow increasing the total capacity to 4,800 MW and 275 millon g/d. Phase 1 of Al Zour IWPP will have a capacity of 1,500 MW of power and 100 million g/d of desalinated water. The desalination plant will use either Reverse Osmosis (RO) or thermal technology, or both. A special purpose vehicle will be created by the government as well as a private developer to design, construct, finance, operate, and maintain the IWPP. The Partnerships Technical BureauPartnerships Technical Bureau was created in 2008 to manage Kuwait’s upcoming BOT and BOO projects that will be launched by the state over the next years. The Kuwaiti Ministry of Electricity and WaterKuwaiti Ministry of Electricity and Water will buy the output of the plant under a long term Power Purchase Agreement. The feedstock fueling the plant will consist of natural gas and/or light fuel oil (LFO). Lahmeyer InternationalLahmeyer International is the technical consultant. |

In January 2012, the technical bids for the BOT contract were under evaluation. On 27 September 2011, the bids for the BOT contract were submitted. On 24 March 2011, the RFP for the BOT contract was issued (previously expected in December 2010). In December 2010, the PTB pre-qualified 11 companies for the BOT contract. On 28 November 2010, bidders submitted their pre-qualification documents for the BOT contract (previously expected on 16 November 2010). On 28 September 2010, the RFQ for the BOT contract was issued. In July 2010, the RFP for the BO contract was cancelled. The project was delayed for around two months due to the finalization of legal issues concerning the establishment of project companies for IWPP projects in Kuwait. In June 2010, the RFP for the BO contract was issued (26 August 2010 was the expected bids submission deadline). On 27 June 2010, companies submitted their EOIs to bid for the project. This EOI submission deadline was extended from 7 June 2010 due to the bidders' request. In May 2010, the Partnerships Technical BureauPartnerships Technical Bureau invited companies to submit their EOIs. In April 2010, the project was under study and planning. In March 2010, Kuwait’s Partnerships Technical BureauPartnerships Technical Bureau awarded and signed the financial, legal and technical advisory contracts with the consortium of BNP ParibasBNP Paribas , Chadbourne & Parke and Lahmeyer InternationalLahmeyer International . In the second week of January 2010, the Partnerships Technical BureauPartnerships Technical Bureau shortlisted two consortia for the advisory work. The two consortia are: BNP ParibasBNP Paribas with Chadbourne and Parke and Lahmeyer InternationalLahmeyer International ; HSBCHSBC with Norton RoseNorton Rose and Fichtner. In the first week of January 2010, the Partnerships Technical BureauPartnerships Technical Bureau shortlisted four consortia for the advisory work. Each consortium comprises a technical, legal and financial company. On 10 November 2009, bidders submitted their proposals for the advisory contract. This deadline was previously set to 27 October 2009. In October 2009, the RFP for the advisory contract was issued. On 20 August 2009, ten consortia submitted EIOs for the advisory services contract. The scope of work of the contract encompasses environmental, economic and financial studies as well as the supervision of the tendering process for a developer. In August 2009, the Partnerships Technical BureauPartnerships Technical Bureau invited consultants to submit their EOIs for the advisory services for the IWPP. |

BNP ParibasBNP Paribas is the financial advisor and Chadbourne and Parke is the legal advisor. In May 2012, the financial close is expected. The government will create a special purpose vehicle once a private developer is selected. The private developer will own up to 40% of the shares of the IWPP while the government will own up to 20% of it. 50% of the shares will be sold through an IPO on the Kuwait Stock Exchange. |
