| Background |
The Azzawiya Refining CompanyAzzawiya Refining Company (ARCARC ) plans to upgrade its Azzawiya refinery, 40 km west of Tripoli, Libya. The project aims at upgrading and restoring the 120,000 bpd refinery. The project will be developed in phases. Phase 1 will include upgrading the distribution control system. Phase 2 will include cracking and transforming of heavy fuel oil into highly economical white products. Phase 3 will include expanding the harbor to permit docking tankers to float buoys linked to the sea-port. Foster WheelerFoster Wheeler is the PMC and the FEED study consultant, feasibility study consultant, and the technical consultant. |

The project was then put on hold. In April 2006, ITB for the EPC contract was issued. In May 2005, the project was re-launched. In May 2003, the project was put on hold. |
