In November 2010, construction of the utilities was in progress and Samsung Engineering awarded AMB-Hertel CompanyAMB-Hertel Company an insulation and scaffolding contract. The contract includes the process, desalination and waste water treatment areas, as well as providing insulation and scaffolding services needed to link the new areas with the existing Ruwais refinery plant. On 2 March 2010, Takreer officially signed the EPC contract with Samsung Engineering and Construction CompanySamsung Engineering and Construction Company . On 14 December 2009, construction of the utilities started. On 15 November 2009, the EPC contract was awarded to Samsung Engineering and Construction CompanySamsung Engineering and Construction Company . On 11 November 2009, commercial bids for the EPC contract were submitted (delayed from 15 October 2009). On 16 September 2009, technical bids for the EPC contract were submitted (delayed from July 2009). In August 2009, the FEED study was completed. In June 2009, the PMC contract overseeing the EPC contract was awarded to Mott MacDonaldMott MacDonald . In May 2009, the ITB for the EPC contract was issued.
