In May 2010, the EPC contract was awarded to Sinoma CDI , subsidiary of Sinoma International Engineering Company. The contract includes the engineering, design, equipment supply, civil, erection, commissioning, performance test, training of the owner’s personnel, attainment of guaranteed figures. The process and techniques adopted would all be developed by CDI.

Financing Source In April 2012, the Hail Cement Company procured an 80 million dollar loan from the Saudi Industrial Development Fund for the project.

In June 2011, the Capital Market AuthorityCapital Market AuthorityLoading... approved the initial public offering (IPO) of 50% of Hail Cement Company's capital. The remaining 50% will be financed through the company's shareholders.
