| Background |
The Department of Civil AviationDepartment of Civil Aviation (DCAADCAA ) plans to develop Al Maktoum International Airport (JXBJXB ) in Jebel Ali, Dubai, UAE. The project will complement the existing Dubai International AirportDubai International Airport (DIADIA ). JXBJXB will be located on a 5,500 hectare site and will include : 3 passenger terminals, 6 parallel runways, multiple concourses, 16 cargo terminals, executive and royal jet centers, support and maintenance facilities and over 100,000 parking spaces, hotels and shopping malls. Once completed, the airport will have a total capacity of 160 million passengers and 12 million t/y of cargo. JXBJXB is the core part of the 140 sq.km. Dubai World CentralDubai World Central (DWCDWC ) planned by DCADCA . DWCDWC is a residential, commercial and logistics complex in Jebel Ali, designed to serve the growing travel and tourism demands globally and Jebel Ali's industrial belt until 2050. JXBJXB and the existing DIADIA will be linked by a high speed express rail system and will be served by the Dubai MetroDubai Metro and a dedicated Dubai World CentralDubai World Central light railway. JV of Dar Al Handasah Shair and PartnersDar Al Handasah Shair and Partners and Aéroports de Paris Ingenierie (AdPi) is the PMC. |

As of June 2011, new packages such as cargo or passenger terminals were under planning. The schedule was not revealed yet. In December 2010, the construction of the passenger terminal was completed. In H1 2010, the construction of the control tower was completed. In January 2010, the passenger terminal and control tower were under construction. No progress was made on other packages. In September 2009, the construction of the central utility complexes package was completed. In April 2009, the number of runways was scaled down from 6 to 5. In Q4 2008, the construction of the cargo terminal was completed. In January 2008, DCADCA extended the contract of Hill InternationalHill International to provide consultancy services to Al Maktoum International Airport (JXBJXB ) and Dubai International AirportDubai International Airport (DXB) for three years. In November 2007, the construction of the first runway was completed. In February 2007, the construction contract was awarded to the JV of Arabtec ConstructionArabtec Construction and Max BoglMax Bogl for the passenger terminal and control tower. In September 2006, the construction contract was awarded to the JV of Arabtec ConstructionArabtec Construction and Max BoglMax Bogl for the cargo terminal package. In February 2006, the construction contract was awarded to Al Naboodah ContractingAl Naboodah Contracting for the first runway package. In 2006, the master plan was completed by Dar Al Handasah Shair and PartnersDar Al Handasah Shair and Partners . In 2004, the project was launched. |

Construction of an airport including: - 3 passenger terminals with passenger concourses connected with APM and BHS to both terminals. - 6 parallel runways (4.5 km each) - 16 cargo terminals (12 million tpy) - Control tower (92 m high) - 350 aircraft stands, integrated logistic centers, an executive private jet center with an adjacent private heliport, an airshow, an airwing, an aircraft maintenance center, an aviation school and a flight training academy. - Ancillary buildings, fuel farms, fire stations, GSEM facilities and an airside ground transportation network. |
| Financing Source |
In August 2010, DCAADCAA was planning to raise USD 1.6 billion through a sukuk (Islamic bond) issue to fund JXBJXB 's first construction phase. A consortium of local and international banks will be formed to raise the capital. |
