| Background |
Qatar Petroleum (QP)Qatar Petroleum (QP) plans to develop Al Shaheen refinery in Mesaieed Industrial City, Qatar. The refinery will have a capacity of 250,000 bpd of oil and will produce mainly gasoline, diesel oil and jet fuel and other hydrocarbon derivatives. Feedstock for the refinery will be sourced from the offshore Al-Shaheen field. Axens IFP Group Technologies, Black & Veatch, MECS, Haldor Topsoe, Stratco Dupont and UOP are the technology providers. Jacobs EngineeringJacobs Engineering and Beicip Franlab are the pre-FEED study consultants. TechnipTechnip is the FEED study consultant. |

In May 2010, the project was put on hold. The ITB for the EPC contract was initially expected to be re-issued In July 2010. In January 2010, the project was re-launched. In March 2009, the project was put on hold. The tendering and bidding process for the project was expected to be re-launched in less than a year time. The technical bids deadline for the EPC contract was expected on 15 April 2009 followed by the commercial bids deadline end of June 2009. In December 2008, the tendering and bidding process for the EPC contract was delayed for the third time. 31 March 2009 was the deadline to submit commercial bids for the EPC contract (deadline extended from 21 January 2009). 15 December 2008 was the deadline to submit technical bids for the EPC contract (this deadline was extended from 15 October 2008). In Q3 2008, the FEED study was completed. In June 2008, the ITB for the EPC contract was issued. In April 2008, QPQP awarded Axens of France three basic engineering design contracts (the 51,000 bpd vacuum residue desulfurization unit, the 60,000 bpd residue fluidized catalytic cracker and the 30,000 bpd gasoline desulfurization unit). In March 2008, 7 companies were pre-qualified for the EPC contract. In August 2007, TechnipTechnip was awarded the FEED contract. |
