| Background |
The Etihad RailEtihad Rail plans to construct phase 1 of the high speed passenger and cargo railway network linking all 7 emirates In UAE. The purpose of the project is to connect Ras Al Khaimah and Fujairah to Ghewaifat through Sharjah, Dubai and Abu Dhabi. Upon completion, the overall project is expected to be linked to similar projects in the neighboring countries and to the GCC railway. This project is phase 1 of the Etihad RailEtihad Rail and consists of the construction of 266 Km long rail connecting the Shah gas field with oil and gas facilities at Habshan and a link between Habshan and Ruwais. Phase 2 includes the construction of 600 Km of the railway network within Abu Dhabi and connecting lines to Al Ain, the eastern border and Jebel Ali. Phase 3 includes the construction of 334 Km long rail connecting the network to Ras Al Khaimah and Fujairah. The consortium of Dornier Consulting, Deutsche Gesellschaft fur Technische Zusammenarbeit (GTZ) and DE-Consult is the feasibility consultant. Good Harbor Consulting is the security adviser. WS Atkins and Partners OverseasWS Atkins and Partners Overseas is the preliminary engineering consultant. The JV of AecomAecom and Parsons InternationalParsons International is the PMC. |

In Q1 2012, the construction works started. In October 2011, the DB contract for the civil and tracks works was awarded to the consortium of Tecnimont, Saipem and Dodsal. In July 2011, the supply of railway sleepers contract was awarded to PCM Strescon Overseas Ventures Limited. On 1 June 2011, the bids for the DB contract were submitted (delayed for the second time from 4 May 2011). The consortium of Tecnimont, Saipem and Dodsal submitted the lowest bid. In April 2011, the PMC contract was awarded to the JV of AecomAecom and Parsons InternationalParsons International . On 11 March 2011, the bids for the PMC contract were submitted. In March 2011, the preliminary engineering was completed. The name of Union Railway CompanyUnion Railway Company was changed to Etihad RailEtihad Rail . The ITB for the DB contract. In February 2011, the ITB for the PMC contract was issued. In January 2011, the PMC contract and the design consultancy contract were cancelled. On 28 November 2010, the prequalification proposals for the material supply contract were submitted. On 22 November 2010, the prequalification proposals for the DB contract were submitted. On 9 November 2010, the preliminary engineering consultancy contract was awarded to WS Atkins and Partners OverseasWS Atkins and Partners Overseas . On 31 October 2010, the EOIs for the material supply contract were submitted. In October 2010, the RFQ for the DB contract was issued. The contract includes civil works, earthworks and track. On 10 October 2010, the prequalification proposals for the advanced works contract were submitted. In August 2010, companies were invited to prequalify for the advanced works contract. In June 2009, the Union Railway CompanyUnion Railway Company was established. In March 2009, the UAE Ministry of Services approved the project and passed a federal bill on the formation of the Union Railway CompanyUnion Railway Company , which will oversee transportation projects in UAE. In Q1 2009, the National Transport Authority started planning the project's route and drafting rules related to the implementation of the project. In 2008, the feasibility study was completed. In Q4 2007, the project was launched. |
