| Background |
The JV of Mubadala Development CompanyMubadala Development Company , Dubal, and SonatrachSonatrach plans to construct an aluminum smelter complex at Beni Saf, western coast of Algeria. This is the first phase of the project. The capacity will be raised to 1.5 million t/y in two future phases. The complex will be built on a 400 hectare site which will include a 2,000 MW dedicated power plant. The complex will utilize the Dubal DX technology. |

| Previous Events |
In February 2010, the project was delayed. In January 2009, the project was still awaiting the decision of Algeria's National Investment Council (CNI) regarding the foreign partner who would join SonatrachSonatrach . Under the new legislation an Algerian entity (in this case SonatrachSonatrach ) has to hold a 51% majority in the joint venture with the foreign partner holding 49%. In Q4 2008, Dubal and Mubadala were negotiating the ownership structure of the smelter with Algeria, following changes in the country's investment law. In Q2 2008, the main feasibility study was expected to be completed. In April 2007, the pre-feasibility studies were completed. |
