On 7 September 2009, bidders submitted their commercial proposals for the EPC and technology contract (delayed for the second time from July 2009).

On 18 December 2008, bidders submitted their technical proposals for the EPC contract.

In August 2008, four companies were prequalified for the EPC contract.

In 2007, the project was being reconsidered by the shareholders. FertilFertilLoading... invited shortlisted companies to submit expressions of interest for the combined FEED and EPC contract.
