Tawtheeq service is accessible at External Centers of Abu Dhabi City Municipality

Abu Dhabi, The Abu Dhabi City Municipality has made significant achievements in Tawtheeq system (Attestation of Tenancy Contracts) where the number of registered properties has so far topped 24,024 properties, the number of registered rental units touched 258,727 units, the number of registered tenancy contracts reached 327,327 contracts, and the number of tenancy contracts registered so far this year amounted to 78,241 contracts. Thus the total number of tenancy contract & property-related transactions has so far clocked 688,319 transactions.

HE Musabbah Mubarak Al Murar, Acting General Manager of Abu Dhabi City Municipality   confirmed that the e-link between Tawtheeq and Abu Dhabi Distribution Company (ADDC) had been activated with the aim of enhancing the integration & cooperation between service providers, and easing the access to relevant government services through the attested tenancy contract. Under the e-Tawtheeq system, details of account opening applications are transmitted directly to ADDC once the tenancy contract is registered in the system. Among the key features of this service is to activate the account of the customer with the ADDC for connecting water & electricity services without obliging the customer to report to the Company to apply for the service, which was the case before. Such an exercise saves the time & effort, and improves the quality of service offering to customers.

HE Saeed Al Suwaidi, Director General of ADDC, said: "This service is offered as part of the quest of ADDC for quality customer services, and keenness to keep pace with the urban and economic upswing witnessed by the Emirate. The new system is expected to cut the number of visitors to the offices of the Company by as much as 60 thousand visitors per annum i.e. 5 thousand visitors per month. Moreover, since the municipal centers are spread all over the city offering Tawtheeq service, this will also assist the ADDC to cover a wider geographical area in the Emirate; which makes it easy for our clients to communicate with us."

The number of weekly transactions conducted through the system has soared from 90 transactions at the time of launching the system in December 2014 to 800 transactions in July 2015; which is a clear indicator of the uptake of the system. Meanwhile, the satisfaction rating of ADDC's customers has exceeded 97% according to periodic polls conducted.

As part of efforts made to activate the partnership with the Ministry of Interior, necessary powers were accorded to the concerned departments of the Abu Dhabi Police. Work is in hand to activate the partnership with the Directorate General of Residency & Foreigners Affairs in Abu Dhabi in terms of completing the link between the electronic systems during the second quarter of this year. This will pave the way for completing the e-link with the concerned strategic partners before the end of this year, and realizing the set objectives such as simplifying procedures, and maintaining the credibility of government transactions as regards approved tenancy contracts.

The Municipality has made several improvements aimed at broadening the scope of Tawtheeq services. Thus the service is now offered in four municipal centers (Al Bateen, Musaffah, Al Shahama and Al Wathba), in addition to the Head Office at Sheikh Zayed Street.

The Municipality calls on customers to utilize these service outlets in processing transactions relating to Tawtheeq tenancy contracts in a working environment responsive to their needs. The e-form relating to the tenancy contract details has been activated; which will cut short the time needed to process the transaction. Those centers have been fitted with the requirements of delivering all services up to customers' expectations, save time and effort, and help deliver the service in a wide geographical zone; which will broaden the reach of municipal services to the public. Offering Tawtheeq service at the external municipal centers was made in response to customer needs, and to offer municipal services at various areas, besides rendering the service accessible at Abu Dhabi metropolis.

As part of endeavours to boost the cooperative relationships with partners, and offer multiple options & services to customers for processing the attestation of contracts, the Municipality has coordinated with a number of large and approved printing centers to provide Tawtheeq service at all parts of Abu Dhabi Emirate. This will enable customers to process their transactions relating to the attestation of tenancy contracts at these printing centers without requiring them to visit any other place or seek services at locations far from their neighbourhood.

These improvement steps in Tawtheeq system are in line with the vision of the Municipal System in achieving sustainable development, and enhancing the standards of quality living in Abu Dhabi Emirate. It will also realize the mission of the Municipality aimed at delivering best-in-class customers-focused municipal services through engaging with the community and cooperating with the strategic partners.

The Abu Dhabi City Municipality has therefore urged owners of rentable properties and property management companies to have details of properties they manage registered under Tawtheeq system as quickly as possible in order for them to avoid any delay in transactions which might require the submission of the standardized tenancy contract to the concerned government bodies.

The Municipality stresses the importance of registering properties under Tawtheeq system in the context of its keenness on safeguarding the rights of tenants and landlords. Tawtheeq system is critically important as it provides a database which is essential to realtors and tenants in safeguarding their rights, and at the same time provides detailed statistics about the real estate market in Abu Dhabi Emirate. Furthermore, it provides tools and latest technologies to realtors and landlords assisting them in organizing & managing their private properties; which in turn will streamline the real estate market.

Tawtheeq system has had an immense role in providing statistical data about the position of the property market in Abu Dhabi city, besides offering rental transactions approved by official bodies and registering them in a transparent manner to safeguard the rights of the two parties of the lease agreement.

Tawtheeq system ensures simple and streamlined procedures for property owners and property management companies starting with the opening of an account with the Abu Dhabi City Municipality, registering details of rentable properties, registering details of present tenants in the existing units among other procedures up to the stage of using the system which covers all rental transactions including the issuance of new contracts, renewal, cancellation, and amendment of contracts among other services covered by Tawtheeq.

The Municipality is keen on the success of Tawtheeq system and always seeks to boost the partnership with stakeholders of the project. Since launched in 2011, Tawtheeq system has been popular and the rate of units registered under Tawtheeq has seen a remarkable increase, especially after the attestation of the tenancy contracts has become an integral part and key requisite of completing relevant transactions.

It is noteworthy that the Abu Dhabi City Municipality had signed cooperative agreements with a host of strategic partners including property management companies as well as public entities with the aim of ensuring the optimal implementation of the system. In this regard it has inked agreements with the Department of Economic Development, and the Department of Transport to activate this system. It has also entered in cooperative agreements with leading property management companies.
