Budget outlay for 2010 amounts to AED 43.6 billion
Federal budget balanced between incomes and expenditures for the sixth consecutive year
Abu Dhabi, October 26, 2009: The UAE Government approved the general draft budget of the union for 2010 at its meeting held today under the auspices of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai. The estimated budget outlay for 2010 is approximately AED 43.6 billion, an increase of 3.4 per cent over last year. A key highlight is that the UAE Government has presented a zero-deficit budget, balanced between incomes and expenditures for the sixth consecutive year.
The 2010 budget that show a growth despite the financial crisis has placed an emphasis on the social development especially on the education sector where more than AED 9.8 billion, or 22.5 per cent of the total budget was allocated due to the Government's intent to complete the implementation of the Strategic Plan of the Ministry in developing school environment . An amount of AED 7.6 billion or 17.5% has been devoted to new governments and infrastructure projects listed in the fiscal year 2010.
The 2010 budget shows a growth despite the financial crisis and indicates the growth in ministries' revenues estimated at AED 20.8 billion in 2010 compared to AED 7 billion in 1999.
The new budget aims to improve the level of services provided to citizens, in addition to giving priority to various projects in education, health and social services. The social development sector has received the lion's share of the budget allocations for 2010. It has received AED 17.8 billion from the budget that is equivalent to 41 per cent of the total budget outlay. This confirms the Government's high level of involvement in the development of education, social affairs and health services sectors.
The UAE Government has renewed its commitment to spend on key sectors including infrastructure and economic resources sectors that have received AED 1.8 billion from the total budget, while it has been allocated AED 17.2 billion for governmental affairs or 39% of the total budget.
The estimated budget of the Ministry of Education reached AED 7.197. The budgets of higher education and university were estimated to AED 2.714 billion, focusing on promoting a policy of resettlement in the teaching and administrative positions, keeping in mind the construction of buildings and facilities in UAE Universities.
The draft budget includes strengthening the Ministry of Health's budget by adding AED 140 million to its 2009 budget outlay. It has reached AED 2.8 billion in 2010 or 6.4 per cent of the total budget outlay. This amount was given to complete the implementation of the Strategic Plan of the Ministry and follow global best practices in healthcare, in addition to ensuring comprehensive healthcare services, raising society's health awareness, reducing morbidity, promoting resettlement in this sector, developing and establishing a network of health information systems in all hospitals, health centers and electronic connectivity in hospitals, completing the construction of health facilities.
The draft budget also included strengthening nation's security and provides the necessary appropriations to the Interior Ministry amounting to AED 200 million to complete the implementation of the Ministry's strategy to maintain stability and increasing the sense of security and safety. In addition, it aims to combat crime effectively, allow for the military to recruit graduates from the police and upgrade civil defense equipment.
The draft supported the budget of the Ministry of Foreign Affairs with an amount of AED 100 million to strengthen UAE's diplomatic representation in other states.
The budget's allocations, which are scheduled to be disbursed at the beginning of the next fiscal year on January 01, 2010, take into consideration the requirements of each ministry and their operational budgets, and the proposed budget for the implementation of the Strategic Plan of the Federal Government.

" Jai Ho,UAE government shows the consistency for presenting 6th consecutive zero deficit budget, also budget reflects no compromise on the quality of the education, health and social affairs,as 41% are allocated to social development sector.
