Iran to Become Gasoline Exporter by 2013

Upon implementation of the plan for increasing gasoline production and constructing new refineries, by 2013 Iran will become self-sufficient in terms of procuring its domestic gasoline needs and join gasoline exporting countries.

The weekly newsletter Middle East Economic Survey (MEES) in its latest issue said that Tehran has extensive plans for expanding and optimizing its refineries.

Based on the report, Iran has ambitious plans regarding refineries and although all its related projects may not become operational as scheduled, completion of a few of them would enable Iran not to import gasoline.

FCC/RCC Projects
Iran is currently building three of the largest FCC/RCC units in the world with an output capacity of 94,000 barrels per day (bpd) in Arak, 91,000 bpd in Isfahan and 79,000 bpd in Abadan. Experts believe that these three projects alone will produce sufficient gasoline to eliminate imports in the short term.

The report said that upgrading Abadan Refinery will be completed in 2010, Arak in 2011-2 and Isfahan in 2012-3.

"There will be crude distillation unit expansions at Lavan, Arak, Tabriz and Isfahan refineries, which will add a combined 300,000 bpd to throughput capacity, while catalytic cracking expansions will add a further 279,999 bpd to gasoline yields," said the report.

New Refineries
The report also suggests that Iran has plans for new refineries. The Persian Gulf Star project is a $5 billion to $6 billion three-unit 360,000 bpd condensate splitter plant at Bandar Abbas, which will produce gasoline and diesel from South Pars condensate.

The project is expected to be completed in 2012-3.

Manager of coordination and supervision on production for the National Iranian Oil Refining and Distribution Company (NIORDC)National Iranian Oil Refining and Distribution Company (NIORDC)Loading..., Aminollah Eskandari told Iran Daily, "Through implementing projects for increasing gasoline production level and optimizing processes in the existing refineries as well as constructing new refineries, it is forecast that Iran will be enabled to export its excess gasoline production by 2013."

He added, "If all gasoline production plans become operational by 2013, gasoline production in the country will reach over 180 million liters per day."

From the said figure, 30 million to 35 million liters per day will be procured through increasing outputs of the existing refineries and 100 million liters per day will be added to the national gasoline production from new refineries."

He recalled that the present gasoline production capacity of the country is up to 45 million liters per day.

"Currently, domestic gasoline consumption level is close to 68 million liters per day and the remaining portion is procured through imports," he pointed out.

He also recalled that after implementation of the plan for rationing gasoline, consumption level of gasoline has reduced, which by itself helps facilitate exports in the future.

"Except Shiraz and Kermanshah refineries, other refineries of the country, including Abadan, Bandar Abbas, Lavan, Tehran, Tabriz, Arak and Isfahan will step up production and upgrade the quality of their products," he noted.

Eskandari underlined that the level of investment of the government and NIORDCNIORDCLoading... in new refineries is 20 percent and the remaining 80 percent is handled by the private sector.

"Construction of seven new refineries has started. If the needed financial means are procured, these projects will become operational in maximum 50 months," he concluded.
